Most projects are first planned, then executed and then closed. Projects may also at times be placed on hold. The project phase captures the current phase of a project in its life-cycle. When the project is placed in a particular phase, the corresponding business rules associated with them become applicable for that project.
This phase represents the "Proposal" or "Planning" phase in the project life-cycle. When a project is in the planning mode,

Email notifications regarding task changes are not sent to anyone.
Timesheets cannot be filled for these projects.
This phase means that the project is being currently executed. Tasks are shown on the "My Tasks" screen, email notifications are sent and time and expense can be filled.
This phase means that the project is cancelled or placed on-hold. Tasks are not shown to team members, email notifications regarding these tasks are not sent, nor can time and expense be filled against these tasks.
This means that the project is completed. Tasks are not shown to team members, email notifications are not sent, time sheets are allowed only if the company policy allows time to be filled against closed projects (configurable through the time entry administration page).
